What is the proper way to interview an immigration officer?

Canada (Federal), Canada

The following excerpt is from Chitterman v. Canada (Minister of Citizenship and Immigration), 2004 FC 765 (CanLII):

These questions are best resolved by an interview. See Aigbirior v. M.C.I., [2002] F.C.T. 854 at paragraphs 14 and 15. While an oral hearing is not a requirement for applications of this type, see Bake v. M.C.I., 1999 CanLII 699 (SCC), [1999] S.C.J. No. 39 at para 34; it strikes me that under these circumstances the only fair way to resolve the doubts of the immigration officer.
