What is the test for an extension of time on an appeal?

British Columbia, Canada

The following excerpt is from Mullett (Litigation Guardian of) v. Gentles, 2016 BCSC 802 (CanLII):

Turning to the merits of the appeal (question 4), I note that my examination should be limited to the question of whether the appeal is bound to fail. If the appeal is bound to fail, then that is a good reason for refusing an extension of time: Davies v. C.I.B.C. at 262.
