The following excerpt is from U.S. v. Williams, 989 F.2d 1061 (9th Cir. 1993):

The capability of a drug operation is an issue of fact reviewed for clear error, so we will not reject the district court's findings unless we are firmly convinced that a mistake has been made. United States v. Upshaw, 918 F.2d 789, 791 (9th Cir.1990), cert. denied, --- U.S. ----, 111 S.Ct. 1335, 113 L.Ed.2d 266 (1991). When the agents searched the trailer, they found some, though not all, of the chemicals required for the manufacture of methamphetamine. They did, however, find enough glassware and accoutrements to indicate that the lab was a sophisticated one. Indeed, the exegesis of the glassware took up a significant portion of the government's case.
