The next case, Randall v. Wolff, 95 Cal.App.2d 795, 214 P.2d 58, which need not detain us long here, held that the [168 Cal.App.2d 577] city and county civil service commission had violated section 151.3, when it fixed the rate of pay of certain municipal employees in accordance with its classification of the work done instead of in accordance with the work performed and the rate of pay given for similar work in private employment.
