How has the Three Strikes law been interpreted in criminal law?

California, United States of America

The following excerpt is from People v. Parker, A155003 (Cal. App. 2020):

In sum, defendant's long criminal history and his conduct, as a whole, were "a strong indication of unwillingness or inability to comply with the law." (People v. Philpot, supra, 122 Cal.App.4th at p. 906.) Prior rehabilitative efforts have also been unsuccessful, and defendant's prospects for the future look no better than the past. We thus cannot say this is an extraordinary case in which no reasonable person could find defendant falls within the spirit of the Three Strikes law. (People v. Carmony (2004) 33 Cal.4th 367, 377-379.) The trial court acted within its discretion in denying defendant's Romero motion.
