We may affirm on any ground supported by the record, even if it differs from the district court's rationale. See United States v. Washington, 969 F.2d 752, 755 (9th Cir. 1992), cert. denied, 507 U.S. 1051 (1993). Because the district court applied the wrong standard, we must decide whether its judgment can be affirmed under the correct standard.
