How do courts interpret section 207(b) of the California Penal Code?

We interpret statutory provisions de novo. (People v. Toussain (2015) 240 Cal.App.4th 974, 979.) "The fundamental purpose of statutory construction is to ascertain the intent of the lawmakers so as to effectuate the purpose of the law.
