The following excerpt is from Grewal v. Grewal, 2013 BCSC 2153 (CanLII):

Harbans submitted that to award costs to the unsuccessful parties, such exercises of discretion are exceptionally rare and only appropriate in cases where the facts and issues were of significant public importance: see Walker v. Brown, 2013 BCSC 204 at para. 90. Harbans submitted this case, namely a commercial dispute between three brothers, was of no such importance.
