[95] This passage was cited with approval in R.L v. Children’ s Aid Society of Niagara Region, supra, at paragraph [40] wherein the court recognized the special role a foster parent may have in the life of a child can be given equal weight to a plan put forth by family and is constrained only by a caution against allowing the “foster home” to become a comparative to the homes of family members who are also making a plan.
