[44] Spence J. continued at p. 1134, “I am, therefore, of the opinion that the decision in Metropolitan Toronto v. Samuel & Son, supra, is an exact application of the principle on which compensation will be awarded to the expropriated owner of a commercial or industrial property when that owner is utilizing the said property at the time of the expropriation for its highest and best use and when the owner must relocate the premises.”
