The following excerpt is from Citation Botterill et al. v. Cranbrook (City of), 2000 BCSC 1225 (CanLII):

In the present case, the impact reports were technical in nature and their contents and conclusions could not readily be assessed without the assistance of those with expertise in the area. Mr. Justice Esson's observation in Eddington v. Surrey (District), supra, is apposite: "No-one could be expected to mount an intelligent response at the public meeting without reasonable prior access to the reports…".
