The following excerpt is from Khalsa v. Weinberger, 779 F.2d 1393 (9th Cir. 1986):

These decisions did not specify the sense in which the term "jurisdiction" is employed. Because "jurisdiction" has many possible meanings, ranging from subject matter jurisdiction to the power to grant the relief requested, the use of that term in these two decisions should be interpreted as referring to "reviewability" rather than to "subject matter jurisdiction."
