Does the meaning of terms in the Bankruptcy Code need to be a federal question?

MultiRegion, United States of America

The following excerpt is from B.B. v. Grossman (In re Grossman), 538 B.R. 34 (Bankr. E.D. Cal. 2015):

Although state law ordinarily governs tort law, the need for uniformity makes the meaning of terms in the Bankruptcy Code a federal question. See Grogan v. Garner, 498 U.S. 279, 28384, 111 S.Ct. 654, 112 L.Ed.2d 755 (1991) (claim validity governed by nonbankruptcy law, discharge of claim governed by federal law).
