The death penalty, when applied in accord with state and federal statutory and constitutional requirements, does not violate international law. [Citation.] International norms of human decency do not render the death penalty, applied as a regular form of punishment, violative of the Eighth Amendment. [Citations.] ( People v. Cowan, supra, 50 Cal.4th at p. 510, 113 Cal.Rptr.3d 850, 236 P.3d 1074.)
