Bankruptcy jurisdiction under the Act was a fluid concept, not capable of precise definition.4 It was clear that the bankruptcy court was empowered with only limited jurisdiction and the power it exercised must have been found expressly or implicitly in the provisions of the Bankruptcy Act.
