8 The Attorney General states that 'Endler * * * is not being denied a license by the state, in which case he would be entitled to a hearing. There is no provision (in the rules promulgated by the commissioner) for licensing managers of loan companies.' But as we said in a related setting a short time ago, 'The ultimate boundaries of plaintiff's rights are set not by the rules of the (California Commissioner of Corporations) but by the Constitution of the United States.' (Rosenfield v. Malcolm, supra, 65 Cal.2d 559, 562, 55 Cal.Rptr. 505, 506, 421 P.2d 697, 698.)
