[229 Cal.App.3d 1171] Interpretation of the statutory language is, of course, a matter of law (Evid.Code, 310, subd. (a)). We are not bound by the implied conclusion of the juvenile court that section 903's use of the term "parent" includes legal guardians. (County of Madera v.
