Does section 3003.5(b) of the California Code of Civil Procedure restrict sex offender registration requirements for purposes of the ex post facto clause?

California, United States of America

The following excerpt is from People v. Mosley, 185 Cal.Rptr.3d 251, 344 P.3d 788, 60 Cal.4th 1044 (Cal. 2015):

Alaska's sex offender registration scheme was not punitive for purposes of the ex post facto clause, and this court has reached the same conclusion about California's sex offender registration requirements for purposes of the Sixth Amendment (People v. Picklesimer (2010) 48 Cal.4th 330, 343344, 106 Cal.Rptr.3d 239, 226 P.3d 348 (Picklesimer )). But section 3003.5(b)'s residency restriction goes beyond registration requirements and imposes more severe burdens that drive the analysis toward a different result.
