1 Pursuant to 8 U.S.C. Sec. 1105a(a)(6), whenever a petition seeks review of a final order of deportation, any review sought with respect to a motion to reopen or reconsider shall be consolidated with review of the order. See Ogio v. INS, 2 F.3d 959, 960 (9th Cir.1993).
