What is the test for allowing a divorcee to move to Luxembourg?

British Columbia, Canada

The following excerpt is from Hannan v. Hannan, 2010 BCSC 1626 (CanLII):

In Dittberner v. Dittberner, 2005 BCSC 481 at para 105 Boyd J. allows a move because she concludes that to refuse the applicant permission to take the children to Luxembourg leading to her inability to remarry would cause her to suffer, thereby placing the children at risk.
