Having found that there is no penalty in cessation of CORe payments, the principles of relief from forfeiture are not engaged. Even when the factors articulated in Kozel v. Personal Insurance, supra, are considered, there is an adequate basis on these facts to grant relief from the necessary impact of the provisions of the Agreements upon the Plaintiffs.
