Is there a presumption that costs follow the event?

British Columbia, Canada

The following excerpt is from 462284 B.C. Ltd. v General Manager under the Liquor Control and Licensing Branch, 2019 BCSC 1052 (CanLII):

The respondent readily acknowledges that there are some exceptions to the presumption that costs follow the event. For example, subject only to certain exceptions, administrative tribunals that perform a quasi-judicial role are generally immune to costs: Lang v. British Columbia (Superintendent of Motor Vehicles), 2005 BCCA 244 at paras. 47-48.
