When will a court order an award of costs in a matrimonial proceeding?

British Columbia, Canada

The following excerpt is from Levine v. Dyer, 2001 BCSC 169 (CanLII):

Rule 57 states that costs should follow the event unless the court orders otherwise. In Gold v. Gold (1993), 49 R.F.L. (3) 56 McEachern, C.J. said at p. 61: ... the rule which should govern the award of costs in matrimonial proceedings should be the same as in other civil litigation, namely, that costs should follow the event unless the court otherwise orders, as specified in Rule 57:.... The question, then, is: When should the court order otherwise?
