[76] A committal hearing is an evidentiary hearing and the court makes its decision based on the whole of the evidence placed before the court. The case of Director of Support and Custody Enforcement v. Levinson, cited earlier in these reasons, gives clear direction to both the Director and the defaulting payor on the evidentiary requirements for a committal hearing.
