Does Children's Aid Societies have immunity from costs?

Ontario, Canada

The following excerpt is from J.B. v. Catholi Children's Aid Society of Toronto, 2005 CanLII 13825 (ON SCDC):

The Children’s Aid Societies do not have immunity from costs simply because they act as protector of children. The discretion to deal with costs must be exercised in an attempt to deal justly with the case in the principles articulated by Justice Katarynych (Catholic Children’s Aid v. V.(S) and V.(A) court file C4290/99)
