In what circumstances will the court order supervised access to the children of a vulnerable mother?

Ontario, Canada

The following excerpt is from Children’s Aid Society of Halton Region v. J.K.V., 2018 ONCJ 337 (CanLII):

In Children’s Aid Society of Toronto v. P. (J.), supra, Justice Sherr placed the children with their grandparents and there was a great deal of conflict between them and the mother. A key factor that appears to have influenced him to order supervised access, despite the fact that the mother showed no signs of changing her life and was likely to try to undermine the placement because she did not accept it, was that the children supported continued access with their mother.
