What is the test for determining whether a matter is urgent?

Ontario, Canada

The following excerpt is from M. M. v. L.O., 2021 ONSC 2073 (CanLII):

Wildman, J. noted in Rosen that, as a first step, a moving party should make an inquiry as to when case conference dates are available to deal with the matter. The timing and availability of a case conference date are factors in determining whether a matter is urgent (see also Yelle v. Scorobruh at para. 34).
