The jurisprudence also indicates that citizenship confers a special, political status on a person that not only incorporates rights and duties but serves a highly symbolic function. The distinction between citizens and non-citizens is recognized in the Canadian Charter of Rights and Freedoms. See Law Society of British Columbia v. Andrews 1989 CanLII 2 (SCC), [1989] 1 S.C.R. 143; Canada v. Chiarelli, 1992 CanLII 87 (SCC), [1992] 1 S.C.R. 711.
