What is the state of the law in Canada with respect to the protection of Canadian citizens in Canada?

Canada (Federal), Canada

The following excerpt is from Badoeva v. Canada (Minister of Citizenship and Immigration), 2000 CanLII 16560 (FC):

I would note that it is well established that where there is no clear and persuasive evidence that the authorities of a country are unable to protect its nationals, the government is presumed to be capable of protecting them and a claim is necessarily doomed to failure (Ward v. Canada (Attorney General of Canada), 1993 CanLII 105 (SCC), [1993] 2 S.C.R. 689).
