Is a court of competent jurisdiction under s.24(1) of the Charter?

Ontario, Canada

The following excerpt is from Germany (Federal Republic) v. Schreiber, 2001 CanLII 28400 (ON SC):

See, for example Mooring v. Canada, 1996 CanLII 254 (SCC), [1996] 1 S.C.R. 75, 104 C.C.C. (3d) 97, 132 D.L.R. (4th) 56.
