In determining the standard of review of the Minister’s decision to order a fugitive surrendered for extradition, the authorities point out that the decision is discretionary and political. The Minister, at this stage of the extradition proceedings, is concerned with Canada’s relations with and its treaty obligations to other states: see Idziak v. Canada (Minister of Justice) (1992), 1992 CanLII 51 (SCC), 77 C.C.C. (3d) 65 at 86-7 (S.C.C.).
