Is the Attorney General of Canada on behalf of the State of Israel?

Ontario, Canada

The following excerpt is from State of Israel v. Mattar, 2009 CanLII 4849 (ON SC):

The Applicant is the Attorney General of Canada on behalf of the State of Israel. Canada and the State of Israel have entered into a treaty of extradition and therefore it is conclusively presumed that the general system for the administration of justice in Israel sufficiently corresponds to our own concepts of justice to warrant the forcible removal of persons in Canada to the State of Israel for criminal prosecution in appropriate cases. See Schmidt v. The Queen (1987), 1987 CanLII 48 (SCC), 33 C.C.C. (3d) 193 at p. 215.
