An individual can seek private interest standing if he or she can demonstrate an interference with a private right or can show that he or she has suffered special damages from the interference with a public right: Finlay v. Canada (Minister of Finance), 1986 CanLII 6 (SCC), [1986] 2 S.C.R. 607, at p. 15. As well, the individual must demonstrate that there is a causal relationship between the alleged prejudice suffered and the administrative action that is challenged: Finlay, at p. 21.
