Then, in Todd v. City of Visalia, 254 Cal.App.2d 679, 62 Cal.Rptr. 485, unsworn testimony came in without objection at an administrative hearing. The court held that ordinarily it is required that testimony be given under oath, but that the parties could and did waive the requirement. (Id. at p. 690, 62 Cal.Rptr. 485.) No such waiver occurred in the case before us.
