2 We have taken judicial notice of this fact as an act of the executive branch. (Evid.Code, 452, subd. (c).) Governors of this state have declared similar emergencies three times over the last 26 years. (Macias v. State of California, supra, at p. 847, 42 Cal.Rptr.2d 592, 897 P.2d 530.)
