1 Moreover, the record on appeal shows that the district court independently reviewed all relevant portions of the state court record in rejecting Wilkinson's claims. See Reiger v. Christensen, 789 F.2d 1425, 1428 (9th Cir.1986) (if habeas petition is denied without an evidentiary hearing, record must show that district court independently reviewed all relevant portions of the state court record).
