As to the first potential issue, court commissioners have authority to conduct parole revocation hearings and make determinations at those hearings without stipulation by the parties. "Together, [Penal Code] sections 1203.2 and 3000.08 establish a statutory framework for parole revocation." (People v. DeLeon (2017) 3 Cal.5th 640, 647.) Under Penal Code section 1203.2, subdivision (b), the court, on its own motion or by a petition, may revoke supervision, which includes parole, of a supervised person.
