The following excerpt is from Simmonds v. Victoria (City), 2016 BCSC 951 (CanLII):

In the case before me there is only one common allegation of a defamatory publication. The master pointed to the serious prejudice to the City who will lose the trial date for a second time. That prejudice is not in dispute. I also note that in addition to that prejudice, the two actions are at very different stages, which can be an important factor: Brown v. Lolly. The City action is ready for trial. The media action, by the plaintiff's own admission, is in the early stages.
