What is the meaning of words such as “treatment” and “basic personal care”?

British Columbia, Canada

The following excerpt is from Complainant v. College of Physicians and Surgeons of British Columbia, 2017 BCHPRB 3 (CanLII):

With reference to Bentley v. Maplewood Seniors the Complainant submits distinctions in meaning between words such as “treatment,” “health care” and “basic personal care.” In considering her submission, I urge the Complainant to return to the wishes of her mother as so eloquently expressed in her Representation Agreement. If she wishes to develop finely parsed arguments over the meaning of individual words, then she has the right to do that but it is not for this hearing.
