Can a parent who makes a significant improvement in their economic circumstances prevent the other parent from having maximum contact with their child?

Ontario, Canada

The following excerpt is from Meijers v. Hasse, 2007 CanLII 23494 (ON SC):

Frank J. in Ben-Tzvi v. Ben-Tzvi, (supra), at paragraph 83, held that while a parent improving his or her economic circumstances, even if it benefits the child, would not be sufficient justification in the normal course for preventing the other parent from having maximum contact with his or her child, a significant improvement in economic circumstances cannot be ignored.
