Can a complaint be dismissed without a hearing?

British Columbia, Canada

The following excerpt is from Cripps v. Hewitt, 2012 BCHRT 206 (CanLII):

The fact that the parties differ in their respective, subjective versions of the facts or, more to the point, their interpretations of the events, possibly raising credibility issues, does not necessarily mean the complaint cannot be dismissed without a hearing: Bell v. Dr. Sherk, 2003 BCHRT 63.

I do not consider this a case where the versions of events put forward by the parties are so significantly at odds that a hearing on the merits is warranted: Keller v. Canada West Promotions and others, 2006 BCHRT 553.
