Failure to address conflicting evidence on a matter that is “central to the outcome of the review” can lead to a conclusion that the route to a decision is demonstrably or manifestly unreasonable: Petrov v. British Columbia (Superintendent of Motor Vehicles), 2015 BCCA 486 at para. 34.
