Does a plaintiff have to pay defendants' costs throughout the course of the litigation if he does not receive his costs until March 2017?

British Columbia, Canada

The following excerpt is from Luckett v Chahal, 2017 BCSC 1983 (CanLII):

This is not a situation such as existed in Bains or Cairns v. Gill, 2011 BCSC 420, where the plaintiff’s award would essentially be depleted if he did not receive his costs throughout, and was ordered to pay the defendants’ costs after the March 2017 offer.
