Each defendant contends that there is insufficient evidence to support individual findings of deliberate indifference. These state officials, all sued in their official capacities, each have authority to make decisions that directly affect the rights of class members, and thus all are appropriate defendants in this action. See Los Angeles County Bar Association v. Eu, 979 F.2d 697, 704 (9th Cir.1992) (quoting Ex parte Young, 209 U.S. 123, 157, 28 S.Ct. 441, 452-53, 52 L.Ed. 714 (1908)). Their claims as to lack of the requisite mental state are not well taken.
