As noted by Menzies J. in CFS v. M.H and R.V., 2014 MBQB 46 at para. 20: Apprehension of a child from their family home is a serious step to undertake. The ramifications not only on the child, but their siblings, parents and the family unit as a whole can be devastating. This is especially so where the apprehension is unduly prolonged before the matter can proceed to a hearing. Apprehension of a child should be seen as an act of last resort. NEED OF PROTECTION AT THE TIME OF APPREHENSION
