Does a delay in applying for disability benefits based on the expectation of finding employment constitute good cause for delay?

Canada (Federal), Canada

The following excerpt is from H. H. v Canada Employment Insurance Commission, 2017 CanLII 40945 (SST):

Jurisprudence has consistently held that a delay in applying for benefits based on the expectation of finding employment does not constitute good cause for the purposes of subsection 10(4) of the Act. Unfortunately, waiting to find work rather than immediately applying for benefits, while laudable, does not provide good cause for delay as required by the legislation – Howard v. Canada (Attorney General), 2011 FCA 116.
