In applying this exemption, the information in issue must meet the following criteria: 1) financial, commercial, scientific or technical information as those terms are commonly understood; 2) confidential in its nature, according to an objective standard which takes into account the content of the information, its purposes and the conditions under which it was prepared and communicated; 3) supplied to a government institution by a third party; and 4) treated consistently in a confidential manner by the third party.
