The following excerpt is from Fragkopoulos v. Meditskos, 2016 HRTO 933 (CanLII):

I acknowledge the respondent’s evidence that he is under financial pressure, however the respondent’s financial situation does not excuse him from meeting his obligations under a binding settlement with an applicant. See Kim v. 1743766 Ontario Inc., 2015 HRTO 685. I also note the public and private interest in complying with settlement terms and that the applicant is entitled to rely on the agreement and to expect to be paid the money the respondent agreed to pay.
