What is the legal test for determining that a non-justiciable matter cannot be resolved according to law?

Ontario, Canada

The following excerpt is from 1107051 Ontario Ltd. v. GG Kingspa Enterprises Limited Partnership, 2022 ONSC 1847 (CanLII):

110, in this regard, further submits that a non-justiciable matter cannot be resolved according to law because it lacks a “sufficient legal component to engage the decision-making capacity of the Courts”: see Tanudjaja v. Canada (Attorney General), 2014 ONCA 852, 123 O.R. (3d) 161, at para. 27. 110 stresses that there would be no legal standard to apply.
