Is an offer effective if it includes costs fixed at a sum certain?

British Columbia, Canada

The following excerpt is from Jamieson v. Flint, 1996 CanLII 1923 (BC SC):

10 An offer is effective if it includes costs fixed at a sum certain (West Coast Title Search v. Datamex Ltd. (l994) 24 C.P.C. (3d) 245) but that does not vary the general rule, more particularly so where, as here, the proposed costs accompanying the offer were simply to be in accordance with the Rules and to be subject to taxation.
